Insurance Journal: Pet Insurance Coming to Japan
According to a report from Japan's Kyodo news agency, the country's pet owners may soon be able to take out insurance coverage for the cost of medical treatment for injured or ill pets. Pet coverage, while fairly common in the U.S., hasn't been readily available in Japan, but the pet insurance industry is setting out to change that. The bulletin notes that Japanese pets now enjoy a relatively long life span, but that carries with it an increased risk of illness, as the pets age. The expense of treating a sick animal for cancer or other diseases is also rising, as veterinarians more frequently use "state-of-the-art medical tools" in their treatments. Kyodo's report notes that "according to the Pet Food Manufacturers Association, the Japanese owned about 24 million dogs or cats as of 2004. 'Of them, only 1 percent is covered by insurance,' a pet insurance industry watcher said."

I think, as a Japanese, this explanation is not fair to explain situations to keep pets in Japan. Although this news and first comment seem to say that there are no cover for pets in Japan, many mutual associations provide pet owners cover, which are kind of pet insurance. Actually, Pet cover is underwritten by mutual associations, not insurance companies, now.

Reuters: Japan pet owners lavish new tricks on old dogs

Chieko Ushiyama visits a doctor every two weeks, spending a minimum $200 (114 pounds) a month on medical care. The treatment is not for Ushiyama herself but for Pepe, her 12-year-old Shih Tzu, who has heart disease. The number of aged dogs in Japan has risen sharply until half the country's canines are now elderly -- surpassing even the well-known greying of the nation's human population. The trend has led to a spate of new products and services for which owners are more than willing to pay...Ushiyama and dog owners like her now have many options for care. There are diapers for incontinent dogs, spas and hot springs, special food, and even "wheelchairs" -- a framework of wheels for dogs whose back legs can no longer bear their weight...more...
