As a hard frost and long recession grip the nation, Tokyo's homeless population seems no better off today than it did six months ago when a law mandating local government support for self-reliance projects went into effect.

What they need to do is round them all up, put them in an apartment, get them some clean clothes and put them to work doing public works projects at a decent wage until they can recover and claim back their lives.. Once they have recovered they can help pay taxes that would replace the money that was used to help them in the first place... after all a worked is nothing more than an additional tax increase :D

I'd say they could cure the homeless issue up with a program like that...

Maybe throw in some free training and certification courses, some mental health evaluations and therapy..

I'd even say a lot of the homeless are well trained in different fields.. and could be utilized somewhere in the public sector of Tokyo.
