Yes, that's the eternal question. Most close at or before 8pm. And god forbid if you have a card from a different bank than the cash machine on weekends. It's 5pm then.

You think it's bad now but it's so much better than it was in the early 90s. Citibank ATMS are 24hrs though, right? I remember when they came in and I figured it was only a matter of time before the Japanese banks followed suit. Guess I was wrong on that! (but on the other hand, the interest rates suck and there is little crime so just carry all your money in cash in your pocket or stick it in the refridgerator or something.)
