Mainichi: Two cleaners were rescued on Tuesday after their gondola abruptly stopped in front of the top floor of a 140-meter-high building in Tokyo's Minato-ku-ku, officials said. Officials from the Tokyo Firefighting Department said that the gondola came to a halt about five meters from the top-floor of the 43-story building. The two cleaners were rescued after firefighters attached ropes to the gondola.

Japan Times: Window cleaners rescued 130 meters up
Two window cleaners were rescued Tuesday after being stranded in their maintenance carriage for 1 1/2 hours near the top of a 43-story condominium building in Minato Ward, Tokyo. Firefighters rescued the two men shortly after noon by pulling the carriage, which dangled several meters away from the side of Shinagawa V-Tower, toward the roof of the building. The carriage malfunctioned at around 10:45 a.m. about 130 meters off the ground. The men were not injured, according to the Tokyo Fire Department. The fire department said the arm that helps suspend the carriage apparently malfunctioned. As the fire department and ambulance crews worked at the scene, next to busy JR Shinagawa Station, a crowd gathered and news helicopters flew around the building.

Shit, it was only 5 meters from the top and looks like an easy climb out to me. Then again, if you're getting paid...might as well sit there and wait.

It may have only been five meters up, but it was 42 stories down! That might have been an incentive for them not to move around too much!

They were too far out for an easy climb. You can see it better from the angle of the JT photo:
