Japan and Indonesia on Thursday signed and exchanged notes on Tokyo's donation of three patrol boats to help Jakarta with piracy . . . including in the Straits of Malacca.
The signing was done after a one-day delay since the Indonesian government disagreed with the conditions set by Japan for the boats' usage. Japan intended the patrol boats to help stop piracy, whereas Indonesia thought that they were intended to help the country commit piracy in the straits.
The Japanese government eventually reached a compromise with Indonesia whereby the boats will be used to fight terrorism, piracy and the spread of weapons of mass destruction on even days of the year, and Indonesia will use the boats for piracy and terrorism on odd days and national holidays.
