I don't like the idea of placing tons of concrete on an unstable hillside. Anyone who ever lived in Southern California knows this is a Really Bad Idea.

Hell Charles, they should even know that here better than anywhere. Every year in my area, they will cement a whole hillside and during the next bad rain storm (it doesn't have to be an earthquake) the entire hill comes sliding down to the bottom.I guess the cement is just to keep the hill in one piece slides, or as few pieces as possible

It's not even earthquakes or rainstorms, just the added weight of the concrete alone makes it more unstable. I don't suppose there's a qualified geologist anywhere in Japan who can actually calculate this. In S. California, you can't dig anywhere or even potentially alter the natural path of water down a hill without a permit from a state-licensed geologist.

This concreting crap is a vicious circle. More and more land gets covered, so when the rains fall, it doesn't get absorbed, it rushes downhill and causes more erosion, or collects and softens the ground excessively.
