The article states that "....Japan, which is currently presiding in the Board of Governors of the International Atomic Energy Agency (IAEA) has already come out in favor of referral of the Iranian problem to the UN Security Council making a reservation that it should not result in the introduction of sanctions against Iran.

Because of the fact that the situation is tense we should not interrupt the dialogue, a high-ranking official in the Japanese Foreign Ministry said on Saturday...."

WTF does that mean? Talking about talking to hear yourself talk! If they do not wish to "interrupt the dialogue", why are they recommending referal to the Security Council? They paraphrase that with it should not result in sanctions? What's left for the Security Council? A declaration of war?
