South Korean military officials fear the North may be making preparations for a second nuclear test. They claim to have observed activities today at the original testing site. Seoul is keeping a close watch on the movements of trucks and soldiers at the Punggye-ri site in the country's remote north-east.

I think you remember the photo essay from the Russian guy who went to the DPRK, so how exactly do we know this is not one of those "model" classrooms with "model" students who happen to be sons and daughters of high-ranking party officials?

I think you haven't seen the entire documentary because that is exactly what it said. Context is just as important as the 1-minute clip it refers to.
