People have been talking about this for years (I believe there was actually a jury system in place during the Allied Occupation, too).
Most versions I have heard proposed have all been watered-down versions of Western juries and the judge still gets to make the final decision. Just like:
They put forward alternative proposals under which one to three judges would be assisted by two to nine jurors selected by lottery from the local community. Judges and jurors would together vote on the verdict.

Here's hoping for a jury system as most judges here lead extremely cloistered lives and make rulings accordingly. The idea of who'd they'd come up with as my peers is a bit frightening.

yeah..most japanese i know would have a heart attack if they're fate would be decided by their peers..
