I remember a conversation with a local chimpira. He was boasting how they rounded up drunken vagrants around Koma stadium and then gave them a RT ticket to China. All they have to do is bring back a small package. As far as I know, this has been going on for years. Due to the cheap costs of the shabu, they don't worry too much about how many they lose. Demand and profits are high in Japan - and there's a nearly endless supply of 'mules'.
