So, why not just throw the book at the Japanese they catch? Enough of those guys get the leather cuff treatment at Nagoya, and they won't be lining up to work with the Chinese gangs.

I don't think PGP encryption blocks low-level formats... they probably didn't care what was on the disks, just if they could resell them.
