That's an interesting and nice find Take! I got the same results tracing the route as you did. Also, it ID'd the administrator for the contract for the net at the embassy and he is a real person (I've met him), so the numbers appear to be right although net is through Softbank and can probably be accessed by anyone there with a little know how.

The odd thing is the way the entry is written, it would appear to be an obvious attempt to lay a problem at the foot of Japan and the US Embassy in particular.

I don't have enough savvy to know how someone hacks a net like that to use it as a routing, but I would be willing to bet that's what happened.
