Japanese Agriculture, Forestry and Fisheries Ministry announced Tuesday that it is seeking for 400 million yen (3.67 million US dollars) in the country's fiscal 2006budget for use to conduct research about coral aquiculture in waters around the so-called "Okinotori Island" in the Pacific.
The ministry said coral aquiculture around the "island" is bothhelpful for environment protection and formation of new "territory".
According to Article 121 of the United Nations Convention on the Law of Sea, an island is a naturally formed area of land surrounded by water, which is above water at high tides. Rocks which cannot sustain human habitation or economic life of their own shall have no exclusive economic zones or continental shelves.
The agency's plan of building the lighthouse, to be made of fortifier plastic with solar energy system, is apparently an attempt to confirm the reef an existing "island".

'Electrode position', also called Biorock, a technique developed in lab experiments over the last 30 years by Harvard expert Dr. Tom Goreau with Prof Hilbertz, prove rapid coral reef restoration is possible using low- voltage electricity.
Technique involves use of metal structures attached to the negative pole of a direct current source. Positively charged pole is attached to an anode. Both are then submerged in seawater.
With this technique the limestone forms at a rate of one inch per month with high mechanical strength, similar to natural coral growth, but accelerated by electricity.
Coral reefs are some of the most biologically diverse and environmentally sensative biological formations on the planet. They are being destroyed by a combination of global warming, toxic pollutants, environmental degredation, and just about every other man made activity. There has been some research into trying to preserve these wonders of nature, now it looks like the fact that Japan would try to adapt this and other questionable genetic experimental technologies to further territorial claims is unquestionable. The wrecks of thousands of warcraft from WWII scattered all over the South Pacific has created some magnificient arificial reefs. The compulsion for 'public works projects' spending trillions of taxpayer yen for questionable purposes.
