A man in Gifu has been charged with exposing himself in public. He had come to the attention of the authorities before. Wearing women's knickers on his head, he approached a woman and a schoolgirl on two separate occasions in March and June and asked if they would exchange underwear with him. Later in August, he exposed himself to a a group of schoolgirls who were cycling home and this led to his apprehension. The man says he got excited by shocking people.
