Japan made an exception for Japanese-Brazilians.

That is incorrect. Any Nikkeijin who meets the criteria can get the Nikkei visa. I know Americans with the same visa.

Kinda. The nikkei visa was originally intended for those from South America. The almighty bureaucrats in crafting this visa, cleverly hoped that the South Americans of Japanese descent would solve the then blue-collar worker shortage of the late 80's, naturally assimilate due to their superior Yamato genetics, and then politely fuck off home when their services were no longer required... boy ! - were they ever wrong! Now they have communities out in Aichi, Mie and Shizuoka with semi-literate unemployed 2nd and 3rd generation descendants still finding Japan a better option than back in Brazil or Peru...
