Before making a noise complaint in Japan, the first step is to measure the sound levels for weeks (months?) to establish a baseline for how loud the Uyoku dantai/black buses are. Of course by the time (weeks or months) a db baseline is established, the rightwing crazies have moved on.
Basically, those noise microphones are just an announcement to the Uyoku dantai that that will have to quit sooner or later. However, nothing actually happens---the black van parade goes away and doo-doo-for-brains J-police do nothing.
