Wrong-way driver travels 47 km

"The driver said he noticed he was in the wrong lane soon after entering the Kawauchi Interchange in Kawauchi but "panicked" and continued on."

I guess that explanation sums up the Japanese policy makers in the last 20 years, or maybe 47...
