A Peruvian man, arrested on suspicion of killing a 7-year-old Hiroshima girl, served a prison term in Peru after sexually molesting a Peruvian girl, Peruvian newspapers reported Thursday.


uhhh.... guilty.

My question is, if he is a felon, especially a child molesting type, how did he get into Japan? Do authorities on both sides not check criminal records during passport issuance?

Anti-foreign backlash feared in Japan after murder
TOKYO (Reuters): Japanese police arrested an unemployed Peruvian on Wednesday on suspicion of strangling a primary schoolgirl and abandoning her body in a cardboard box, fanning fears of an anti-foreign backlash. Concern about crime committed by foreigners has been growing in Japan...Activists now fear such feelings will be stoked still further by the arrest of Juan Carlos Pizarro Yagi, a Peruvian of Japanese descent, in connection with the murder of 7-year-old Airi Kinoshita last week, a crime that horrified the nation. "The fact that he was Peruvian was the big thing in the headlines, when there was absolutely no need to mention it," said Makoto Teranaka, with Amnesty International. "After all, most headlines don't say 'Japanese arrested'...This is really quite a serious human rights problem, and shows that the winds of society are blowing harder against foreign residents of Japan."

That's BULLSHIT! It's a journalist's duty to answer the questions who why where what and when. His nationality is a part of the 'who'. They don't mention that people are Japanese because that's naturally the assumption when all minorities put together make less than one percent. It's like a lot of reports on the French riots ommited the fact that the rioters were by in large Muslims from North Africa trying to imply that doesn't matter. The fuck it doesn't! It does matter who does shit.

''If there is any problem in allowing foreigners into the country, we should let a working group headed by the senior vice minister study the issue carefully,'' Sugiura said in a press conference, referring to Senior Vice Justice Minister Taro Kono.

Mr. Silver's concerns are shared by the Embassy of Peru in Japan, who have demanded the right of consular visits with Mr. Yagi. They have issued a statement demanding that Mr. Yagi's case be treated in a "Open and fair manner..."

This has already, it would appear, failed to have happened. Last night Mr. Yagi's (presumably) court appointed lawyers were on TV recounting in detail everything he had told them, and going into explicit detail of his confession to the police.

In many other countries this would probably suffice to get the case thrown out of court immediately.

As a follow up. Some friends of mine were up in Hiroshima to attend a conference on the weekend and locals there gave them a nice STASI style welcome. :roll:

Foreigners face checks on Japanese ancestry

The Justice Ministry said Friday it will tighten standards for granting long-term resident status to foreigners of Japanese descent in the wake of the murder last month of a 7-year-old girl in Hiroshima, allegedly by a Peruvian man who may have Japanese ancestry.

Under the new standards, applicants for resident status will be required to submit a document certifying that they have no criminal record, along with their application and other paperwork, ministry officials said.

The ministry will also tighten screening of other documents as there have been reports of forged papers for sale overseas that enable people to falsely claim Japanese ancestry and gain permanent residency........

Asahi: Visa regulations to tighten for descendants of Japanese

Spurred by the slaying of a schoolgirl, the government will require descendants of Japanese to prove they have no criminal record when they apply for visas to work in Japan. The Justice Ministry plans to implement the stricter rules in fiscal 2006, officials said. The revision will be compiled by the government-commissioned Headquarters for the Promotion of Regulatory Reform, chaired by Prime Minister Junichiro Koizumi. The headquarters was originally established to ease regulations. However, it decided to tighten the immigration procedure following the slaying of a 7-year-old girl in Hiroshima Prefecture in November last year...more...

Update: Life term upheld for Hiroshima girl's killer

The Hiroshima High Court on Wednesday upheld a life sentence for a man convicted of sexually assaulting and murdering a 7-year-old girl in the city of Hiroshima, rejecting the prosecution's demand that he be given the death penalty.

The focal point in the retrial was whether Torres would be sentenced to hang, which is a rarity in murder cases involving one victim, particularly, according to judicial experts, if the defendant has never killed before or had previous pecuniary motives.

During the retrial, the prosecutors again sought the death penalty, presenting records of sex crimes committed by Torres in Peru and saying he was unlikely to be rehabilitated.

If he has killed before and is still on the street, they ought to hang him without a trial anyway just for being dumb in public with priors..
