I guess it depends on where she heard that her baby could get in without a ticket...

I answered my own question:
Foreigners steal World Cup tickets from 13-year-old
However, fortunately for the pair, the theft didn't stop them from seeing the game. Japan World Cup Organizing Committee (JAWOC) officials decided to let the two in after considering their plight.

"As a rule we don't reprint lost or stolen tickets," a JAWOC official said. "We feel they were able to get in because of the goodwill of staff."

Ah, so if your tickets are "stolen" by "foreigners", then you can get right in, but if you're a foreigner with a kid too young for a ticket...
