A Benin national at the Benin Embassy and a Filipino at the Libyan Embassy have been arrested by police on suspicion of breaking the Immigration Control Law. Both men allegedly submitted fake documents stating that visa applicants would be working at embassies in Tokyo when they actually went to work in restaurants or construction. The men are believed to have charged one million yen for the service. Police say this illegal activity began around 2005 and may have involved over 20 fake applications.
