"Chinese criminals are making a fool of the Japanese criminal-judicial system," Mr. Kuwahara said. "Even if they get arrested, they only get suspended sentences for the first offense and get deported. Then they come back with a forged passport and commit the same crime. Even if they get convicted, they can endure one or two years in prison, and in the meantime the money is transferred and their relatives build gorgeous houses with it."

Mr. Takehana, the lieutenant governor in Tokyo, said that Japan, which needs foreign labor, must rethink its immigration and labor policies. But for now the Tokyo government and the police, he said, will crack down on crimes committed by foreign gangs and by youths, and will support private patrol groups.

I think the Japanese go overboard and are a little too protective. But, by the same token there are a lot of Chinese gangsters roaming the streets, i.e. the proportion of honest hard working Chinese is out of wack with the percentage of criminal chinese.

The thing that must be done is have a better immigration policy, it makes sense that if you block honest people from immigration the dishonest ones will come anyway. The Japanese are slowly starting to realize they need immigration. Asia is pretty much a cesspool already, they should import Latins.

Usually I'd agree, but the article spends half the time talking about the rising crime among young Japanese, so it wasn't a complete blast the foreigner rant.

Question: is there any international convention that says you must deport a person to their country of origin? Couldn't they solve the problem of repeat offenders by using a prisoner exchange... say Brazilians to China and Chinese to Brazil?
