While the Immigration Bureau likes to keep a check on foreigners entering the country, they aren't so hot on departures. Four foreigners wanted by police were able to leave Japan, without being apprehended, in the first four months of the year. Police had notified immigration officials and their details were entered into the system. The Bureau says staff failed to spot onscreen notifications at passport inspection and waived the men through. This doesn't seem to be a case of a rogue official taking backhanders: 2 men left through Narita, one through Chubu and another through Kansai International. There's a fair chance other suspects were also not spotted last year. If Bobby Fischer was alive today, he'd be wondering why one of these officials wasn't working his counter.
