I read that even without spectators, over 100,000 people from all over the world would come to Japan (15,000 athletes and 90,000 officials). They could bring all kinds of virus-variants into unvaccinated Japan and unvaccinated Japan also could give them some unwanted gifts.

Yes, but you cannot compare the numbers of France to those of Japan. The French are like little children, who just tell their maman the things exactly as they have seen them. Japan OTOH has learned from their big and wise brothers in China and the DPRK to, hmmm, objectivize and filter the numbers for cleanliness and accuracy, before letting them out to the press. So the Japanese statistics are much more accurate and dependable than what you see from much of the rest of the world.
