Partially right, but not because of the censoring. I remember coming across a study a couple of years ago where the doctors proved that not showing everything (I believe it was lingerie compared with complete nakedness) triggered a higher reading in the men who were tested. Something about the mind filling in the details.

Basically, that law against "hair nude" is crap. A little mosaic over the nether regions isn't going to do much for protecting public morals, as the law supposedly is trying to do. I say: show it all, baby! At least own up to the fact that the porn industry in Japan is huge, profitable, and everyone's a consumer. Maybe that new mayor of Yokohama will bring "transparency" to porn, as well as government.
