I don't have a problem with the form, but I think it shouldn't be anonymous. If a foreigner is improperly detained, they should have the right to know who ratted on them.

That sounds horrible.

Obviously public officials should step in to settle major domestic disputes, and there's no reason why one shouldn't be able to report extremely abusive parents and such, but this just seems like the first step of a foreigner witch-hunt.
