Last year, TMG started a system of granting performance licenses to street performers as a way to encourage the development of performing arts while at the same time providing entertainment to passersby. In August, 140 groups or people were officially granted licenses to perform in designated areas, and these performers are known as "Heaven Artists".

There are two categories, performance and music. 116 groups or individuals applied in the performance category, of which 43 were successful. The performers included clowns, mime artists, jugglers, magicians, comedians and others, and ranged in age from 20 to 80. Some were professional performers, and the others included company employees and self-employed people.
