The picture says Fire Department but it looks a lot like an ambulance. Or a taxi. Or camper van. Perhaps that's the problem.

Shukan Post: Tokyo Fire Department Reveals Troubled Emergency Calls

The Tokyo Fire Department disclosed that it engaged in 660,000 emergency operations last year based on emergency calls made by Tokyoites. However, it was found that 90 percent of their emergency operations were for cases which did not need such operations. .

The total money that the fire department spent for the entire cases was 25 billion yen (approx. $227 million). It was a huge waste.

According to the fire department, there were calls from Tokyoites asking, "Take me to the dentist," or "I called for help because I was lonely." Such emergency calls for trivial matters are increasing

And I know that Berlitz students will be able to do it in English, too, as there's a lesson in their books with an old lady calling 911 to report her cat stuck in a tree.
