Those are government workers who generally are not working anywhere near the number of hours industrial workers are and are not the mainstay of the Japanese economy. Any bets on whether industry will be required to comply? :roll:

MDN: Sham doctor bungles backyard abortion
An unemployed man who posed as a doctor and sliced open a woman's abdomen during a sham abortion operation has been arrested for inflicting injuries...Yamashita and the pregnant woman visited her friend's home in the city on Nov. 24, and he made three incisions in her abdomen with a scalpel.
Yamashita proceeded to stitch up the wounds but the woman experienced severe pains and bleeding, prompting the friend to call an ambulance which took her to a hospital. Hospital officials said she had suffered injuries that would require several weeks of treatment but that her fetus was safe.
