The diesel filter policy is working rather well along the Hwy 246 route that I drive into Shibuya---the black diesel grease on the roadside barriers is now much less than 5 years ago. The slimeballs in Mitsui were cheating on their filters---grounds for forcing the exectives in charge to work in a tunnel toll booth and suck their diesel fumes for a few months, hee, hee. :twisted:

Asahi: Truant inspector takes the bait
A Tokyo metropolitan government inspector went fishing with his hosts instead of checking a diesel exhaust filter of Mitsui & Co. that had failed to meet government standards, industry and metropolitan government sources said. On top of that, the man cooked up and shared his catch with officials from the plant where the tests of the filter were conducted, the sources said over the weekend. The lapse apparently allowed trading house Mitsui to continue selling the substandard diesel particulate filters (DPFs) used on commercial vehicles to reduce air pollution in the Tokyo region.
Mitsui has already admitted it obtained approval to sell the device in February 2002 by using falsified test results. In fact, metropolitan government inspectors found in December that year that the Mitsui device was not up to standard. So in 2003, two Tokyo government inspectors were sent to Nagasaki on Jan. 16 to 18 to observe testing of a DPF device by a company commissioned by Mitsui. One of the inspectors observed the tests, but the other man spent several hours fishing with an official from the plant, the sources said.
"The inspector has admitted that he went fishing with an official of the plant," a Tokyo metropolitan government official said last week. Government officials said the DPF tests were done on the first floor of the plant, where the first Tokyo inspector was watching. The particulate matter caught in the filter was measured and shown on the second floor, where the second inspector was supposed to be observing the results.

Since he was out fishing, Mitsui was able to again falsify its test results, Tokyo government officials said
