The smuggling has been going on for years because Canadian Ciggies are overtaxed or American Ciggies are undertaxed depending on your perspective. The smuggling has been largely carried out by Mohawks (an enterprising lot) whose bands straddle the border. Many claim that JTI is in on the operation however they have not been convicted of smuggling.

The question in my mind is why would JT buy into a mess like this especially given the increasingly regulatory regime and virulently anti-smoking agenda in Canada?
