Asahi: Nowhere in Japan is safe from quakes, says report
Playing the game of probabilities, a government panel has basically confirmed what anyone who has spent time in Japan already knows: An earthquake can strike almost anywhere...the report says about 30 percent of Japan's territory will likely experience a major earthquake within three decades. The actual probability factor was 3 percent...If probabilities for an earthquake with an intensity of at least lower 5 were calculated, no area in Japan is safe, experts said....more...

That's quite an understatement. An earthquake already HAS struck EVERYWHERE.
