NEW YORK--Prime Minister Junichiro Koizumi, stressing Japan's peace efforts but withholding mention of its restrictive pacifist Constitution, urged the United Nations General Assembly to give Tokyo a permanent seat on the U.N. Security Council.

"We believe that the role that Japan has played provides a solid basis for its assumption of permanent membership on the Security Council,'' Koizumi said in his speech, delivered in English, on Tuesday.


Asahi: Big push:Japan thinks it has the plan--and the timing--to gain a permanent Security Council seat.

Despite Japan's efforts--its strongest push yet for permanent membership--entry into the exclusive club is not a simple process.

China, a permanent member with veto power, opposes Tokyo's entry. And Japan's proposal for full-scale U.N. reform would require approval from U.N. members already split over Iraq.

The U.N. Security Council currently has 15 members--five permanent and 10 elected for two-year terms. Japan has proposed expanding the council to 24 members--10 permanent and 14 elected from regional blocs. The logic is that if the number of permanent members increases, Japan would likely be one of the candidates for inclusion.

But a huge obstacle in Japan's proposal is that expansion of the Security Council would require a revision to the U.N. Charter. Tokyo, of course, has no qualms about changing the U.N. Charter, especially the enemy-nation clause that approves the use of force against the losing nations in World War II--Japan, Germany and Italy.

But any revision of the U.N. Charter must gain approval of all five permanent members, as well as at least two-thirds of all U.N. members. It will not be easy to gain widespread support within the United Nations, especially with the tangled nature of interests among member nations.

Japan does have the support from one permanent member--the United States. At a June meeting, U.S. President George W. Bush told Koizumi that Japan should become a permanent member of the Security Council.

Still, some Foreign Ministry officials consider U.S. support for Japan's bid nothing but ``lip service.''

Prime Minister Junichiro Koizumi vowed to push ahead with Japan's bid to win a permanent seat on the UN Security Council, saying Tokyo's contributions in the past merited joining.

"Our country's international contributions in the past deserve a permanent membership," he said, kicking off a 150-day parliamentary session with a major policy speech. "I will step up diplomatic efforts."

Japan is the world's second-largest contributor to the UN budget, shouldering 19.5 percent after the United States with a 22 percent share.

Tokyo has also spent hundreds of millions of dollars supporting UN humanitarian and peacekeeping operations. It has offered 500 million dollars in grants to the nations hard hit by the December 26 killer tsunami waves.

SEOUL, Jan. 21 (Yonhap) -- North Korea said Friday that Japan's lack of contrition for its imperialist past puts it out of the running for a permanent seat on the United Nations Security Council.

Rodong Sinmun, the communist North's official mouthpiece, called on Japan to repent for its "past crimes" and make a clear break from its past before seeking a long-term place with the U.N.'s highest decision-making body.

Japan has been after a SC seat since 1964. Most normally it gets laffed at and rolled over for another two years. China has always vetoed any discussion of a permanent seat for Japan. Japan violates so many human rights conventions that even the well bribed African nations (who do love whaling BTW) refuse to support Japan's bid.

HOWEVER!!!! This time round Japan has quietly unwritten the US's Iraq adventure by allowing the Yen to rise to it's current level plus moving just about all it's reserve currency into US treasury bonds so US support is now a certainty.

That plus it has effectively undermined Chin's veto with it's massive loan program to Japanese and Chinese companies building factories in China. China is now a debtor to Japan for the first time since 1952.

Sooooooo maybe we will see Japan as permanent SC member, stranger things have happened (not many though)

More than 400,000 people across the world have signed an online petition opposing Japan's bid for a permanent seat on the United Nations (UN) Security Council.

Initiator of the campaign and spokesman for the US-based Alliance for Preserving the Truth of the Sino-Japanese War, Ding Yuan said on Tuesday that the group plans to present the petition to the United Nations General Assembly in New York this autumn.

On Monday, UN Secretary-General Kofi Annan appeared to back Japan's claim for a permanent council seat as part of the most wide-ranging reforms to the world body since its creation in 1945.

In a report entitled "In Larger Freedom," Annan said: "The Security Council must be broadly representative of the realities of power in today's world.

"(The Security Council should) increase the involvement in decision-making of those who contribute most to the United Nations financially, militarily and diplomatically, specifically in terms of contributions to United Nations assessed budgets."

Japan is one of the UN's larger financial contributors.

In combination, Japan, the US and Germany provide as much as 20 per cent of the total UN budget.

i think you will find almost all the people that signed that petition are from China and/or South Korea.
The UN seat is by no means a sure thing - so many complicated domestic and foreign policy issues.
Sigh...........
Anyway Japan's bid for UN security seat is the topic of my honours degree research paper - so if anyone stumbles across some good articles or information please PM me.

Yep, probably 99.9% -- or more.

I agree that it isn't certain, and I am not sure that Japan should get a seat. With the recent developments and statements though I think they may succeed in pulling it off this time 'round.

South Korea yesterday signalled it would seek to block Japan's attempt to win a permanent seat on the United Nations Security Council - a move likely to trigger bitter resentment in Tokyo which has put enormous store on gaining more international influence.


Amid increasing tension over islands disputed by the two countries, Seoul strongly opposed Japan's application, which is also being vociferously challenged by China and North Korea.

I agree that Japan's recent history is ugly, and their lip-service way of doing business doesn't help. But I can imagine their frustration at having these things thrown in their face by the likes of China. Considering what the UN is and who its players are, why not let Japan take a place at the trough?

they dont deserve a seat, they have THE MOST SHAMEFUL :

1. refugee acceptance in the developed world(lowest)

2. forced deportation(highest)

3. whitewashing their VERY BRUTAL RECENT past.
the latest one approved here

10. change the constitution by going to iraq...then doing fuck all when they get there and have other nationals protect their two faces asses.
and state if japans allies were attacked they wouldnt help them!!!!

japanese are selfish to the core.

The entire UN seat nonsense just demonstrates the degree to which Japanese foreign policy is out of step with domestic policy. What does Japan gain by being a member of the security council? The reason Japan wants a seat on security council is to instill pride and patriotism in the Japanese people, but to get a seat they are going to have to demonstrate the ability to compromise - an ability that Japan has historically lacked.
