Let's take a look at your logic.

-Russian sailors used to go to this onsen
-Russian sailors caused problems
-Onsen bans ALL FOREIGNERS

Now, the rule "All russian sailors are foreigners, but not all foreigners are russian sailors", or, there exists a single foreigner that is not in the russian sailor set, applies here. By making a sweeping generalization, they have included people who would cause no problems but are excluded because they are not Japanese.

In addition, the onsen refused entry to Debito, even though he is a Japanese citizen. This put the onsen in violation of Article 14 of the Japanese constitution:

The Japanese government has loosely reinterpreted "people" as "Japanese citizens", so the onsen violated his constitutional rights.

So, yes, the onsen has solved their problem... but of course, by violating the Japanese constitution. And don't start about "refusing service", because if it went to court (like it did here) the "right to refuse service" defense will always lose when a business caters to the general public (like this onsen did).

Go read a book and educate yourself before wasting valuable disk space when giving us the benefit of your ignorance. :roll:
