France is a relatively stable country and is not lead by a man of questionable sanity or at least mental stability. They also don't vehemently hate any of their direct neighbors.

This is something Bush and Kerry debated about. Kerry seemed to know NK was going to drop out of the six way talks. Bush is right not to do this. It's just a trap to alienate America from the other four nations who would then be left out. I'm surprised to see America have the good sense to stay out of something.

BEIJING - China has told the United States it will push for a new round of six-nation talks on the North Korean nuclear standoff and would be in contact with Pyongyang and other countries involved, the government said Sunday.
Chinese Foreign Minister Li Zhaoxing spoke by phone with U.S. Secretary of State Condoleezza Rice on Saturday night and told her Beijing stands firm in supporting a nuclear-free Korean Peninsula, the ministry said in a statement.

BEIJING - China has told the United States it will push for a new round of six-nation talks on the North Korean nuclear standoff and would be in contact with Pyongyang and other countries involved, the government said Sunday.

Cool let China deal with it. I say two way talks: China and NK.
That's the benefit of joining the nuclear club. The downside is that other countries are justified in using nukes against you during armed conflict. Seoul Doubts N.Korea Has Nukes, Despite Claim

SEOUL (Reuters) - South Korea's top policymaker on North Korea said Monday North Korea's claim to have nuclear weapons was unproven and Seoul's controversial engagement policy with the North would remain, at least for now.
North Korea explicitly said for the first time last Thursday that it had atomic weapons. The reclusive communist state also said it was pulling out of six-party talks aimed at ending a two-year impasse over its nuclear programs because of what it called U.S. hostility. ``There is no doubt that North Korea has 10 to 14 kg (22 to 31 pounds) of plutonium, but there is no evidence that the North has turned it into plutonium bombs,'' Minister of Unification Chung Dong-young told parliament Monday.
``We see it as a claim to own nuclear weapons, not an official statement of being a nuclear weapons state,'' he said.
Chung also heads South Korea's National Security Council, which advises President Roh Moo-hyun.
Feb. 17 (Bloomberg) -- China's influence over North Korea will be the key to quickly restarting talks on dismantling the communist nation's nuclear weapons program, Japan's Foreign Minister Nobutaka Machimura said.
``China has the historical and economic ties, and is politically close to North Korea,'' Machimura said in an interview in Tokyo yesterday. A delegation will travel to Pyongyang as early as the weekend and will tell North Korea that ``China, Japan and the U.S. stand together,'' he said.
North Korea's government on Feb. 10 said it had nuclear bombs and pulled out of talks with Japan, the U.S., South Korea, China and Russia on dismantling its weapons program.

TOKYO - Japan has imposed what amount to maritime sanctions against North Korea by requiring that all ships - not only North Korean - must carry hefty insurance against oil spills and other liabilities, and most of Pyongyang's ships do not buy that costly coverage. Japan has started random checks of ships of various nationalities entering Japanese waters.

The Japanese Government has asked for an inquiry into a mysterious New Zealand insurer, who is allowing ships from rogue state North Korea to beat a shipping clampdown.
New Zealand officials have told the Japanese that nothing can be done, because the insurer is not subject to New Zealand law.
