Two women living apart from their husbands because of domestic violence plan to file a provisional disposition with the Yokohama District Court, demanding municipalities they are registered with should not pay flat-sum cash benefits for them and their children to their husbands...In many cases, women who leave their husbands because of violence often do not change their resident registration out of concern that their husbands might find out where they have moved. Theoretically, if husbands--typically the head of the household--apply for payment of the cash benefits, they can receive the payment for the entire household, which would include the payments for their wives and children...more...

It's not theoretical, it's actual. When I applied for my dust my wife was with me and so we tried to have my sent to my account and her's to her account. After we had returned home, we got a telephone call asking if it would be all right if they just sent it to my account as it would take to much paperwork to send to both. Were are a J-dude, I bet there wouldn't have even been a phone call. They would have both been sent to the ole man's poke.

As I am not married yet we were sent two letters and are using two bank accounts in our household.

But that was over a month ago and nothing has arrived yet.

GG, actually it doesn't seem to matter whether you are married or not. Us gaijin get "special" treatment for this money. Each individual gaijin is supposed to get his or her own mailing and has to do the application separately (in most localities). So here at the Omae Mona homestead, we got two envelopes: one for all the family members holding citizenship, and one for the lone barbarian.

Greji's special treatment was definitely an exception, and I think it was more because they know him in the neighborhood, and the local government were cheapskates and didn't want to pay the fee for two separate furikomis.

Incidentally, the folks in Tokyo's Meguro ward did not mail the damn notice out until April 16th. Just arrived today.

My wife got one for both of us. Which kinda bugged me a lot. First even if city hospital doctors are paid like shit, it's not exactly money they need. Second sending money to gaijin house husband !? what's next...

Had you all had the foresight to live in Nakano-ku, you'd already have been granted mo' money. Perfect timing, I have more scratch to waste in LA starting Thursday. Don't any of you do anything nasty while I'm out of town.

I live in Nakano-ku and did the letter a month or more ago but no sign of the cashola yet.

To be perfectly honest, I haven't actually checked as to whether my bank account bulged or not. Sent the form in the day after I got it, as I must repent for spending the Bush economic stimulus money in J-landia by spending the Aso economic stimulus money in Lotusland.
I kinda wanted to rub an abrasive souring agent in the corroded livers of those who are just receiving their letters. I feel shame.

Actually, in about 48 hours, almost everything that I eat will be Mexican food, although my friends made a reservation at Mozza, in LA on Friday. Don't know if the dress code is formal, semi-formal, haute, or metrosexual. One friend who was a virgin until he was 30 is showing up with his girlfriend. He so rarely gets a second date and his main sexual outlet is masturbation, so I'm going to have to resist the urge to call her "Palmella".

Oh, back on topic, I got a little note from the Nakano kuyakusho promising me that the money will be furikomi sagi'ed into my bank account so where in the neighborhood of 10 days.

Yomiuri: Victims of domestic violence in Nakano Ward to be 'paid twice'
Tokyo's Nakano Ward Office has decided to distribute the government's flat-sum cash handout to victims of domestic violence who moved to the ward without registering their new address, according to officials. The handout will start later this month, officials said. As the victims' original municipalities also will distribute the handout to all family members registered at their previous address, it means the victims will, in theory, be paid twice from public money. However, in effect, the victims will only receive one payment, with the other payment going to their spouse and other family members. As this double distribution is against a central government rule, the ward office decision was made as an exceptional case. "[Our decision] suits the purpose of the cash handout program, which is to support people in their daily lives," a ward official said.

The cash handout is supposed to be distributed to households based on resident registrations, meaning some victims of domestic violence cannot receive the money as they have not registered their new addresses after fleeing from their spouses, in a bid to remain untraceable. Even though some municipalities are considering sourcing the funds for this double payment from their own finances, the cash has to be covered with public money, exposing another defect of the cash handout measure. Problems also have come to light with regard to distributing the handout to homeless people and others, such as individuals who spend their nights at Internet cafes. In this respect, Nakano Ward's decision, is causing a headache for the central government, observers say. The ward office plans to demand that the central government subsidize the extra payments. "As we've been entrusted by the central government to do this job, we hope [the funds in question] will be covered by subsidies," said Toshi Yokoyama of the residents' life department of the ward office.

However, an official of the Internal Affairs and Communications Ministry's cash handout division said, "Generally speaking, this kind of case can't be recognized as being eligible for subsidies, but we can't comment on the matter at the moment." According to the Nakano office, it will require victims of domestic violence to obtain certification from women's counseling centers and other related entities to prove they had been abused, and confirm their current address as of Feb. 1. Municipalities have been obliged to pay the handout to residents based on their age as of Feb. 1. The ward office expects its measure will cover about 20 women, and total about 500,000 yen, including payments for their children. On Wednesday, two victims of domestic violence living separately from their husbands filed a provisional disposition with the Yokohama District Court, demanding that the municipalities they are registered with should not pay the money to their husbands.

According to a report, 40% of the households which didn't apply for the handout in Hamamatsu are foreign. Generally, the take-up rate was 96.6% nationwide.

IF it took more than 2 hours of your time to get it, then sure it really would be a waste of time. But less than that, not bad stick, unless you make more than 6000 yen an hour doing your real job ;-).

I think it took me about 1 minute to make photocopies and stick them in an envelope. Maybe your town wanted more paperwork though.

Honestly, for the 12,000yen I couldn't be fucked to do it. I hate paperwork to begin with and don't like government much more. (Probably because every time I have to deal with government it involves stacks of paperwork...)

Also, I don't believe in taking government handouts unless times are truly desperate. I may not be making the kind of money I had planned on this year but I'm not at the point of needing to increase the public debt by yet another 12000yen. All that "free money" just got tacked onto the debt and is being covered with more bond sales. No free lunches, unfortunately.

I had the same sentiment, but then a buddy pointed out that you pay for it anyway through your taxes, so might as well get your money back....unless you are that guy that didn't pay taxes and is looking to come back to Japan from a few months ago....

I wonder what's done with the unclaimed money. My guess is they use it to pay for the Shiyakusho Bounenkai.
