Seems like a big problem, not only in terms of international prestige, but maybe also for Japanese society as well.

I liked the chapter by William Saito in the Reimagining Japan book, where he talks about business development and start-ups in Japan and their relationship with empathy and philanthropy. He notes,

Japanese are too concerned with their own department, their own company, their own clients. The empathy response to help others, especially those who are somehow disadvantaged, is just not there.

He thought more empathy and philanthropy would ultimately help nurture business development in Japan and thought schools and colleges should actively encourage it.

I found it quite an interesting suggestion. The absence of any sort of empathy for others is clearly evident in Tokyo; looks like this applies to Japan more generally.

Give a man a fish, and he eats for a day.

Teach a man to fish, and he eats for a life time.

Set up an overseas government fish training program, employ contractors from your own country to build a fishing arts training complex, hire 100 unqualified fresh-out-of-the-right-college fishing instructors (and 50 actual fishermen to give them a 2-week training course at a suitable sunny Pacific Island with good bartenders) and 300 administrators to manage them, get the government to only allow registered fishermen who have trained through your program, run an environmental impact study and find that your training center is endangering a local "endangered" worm, rebuild the training center 20 miles from any body of water, extend the teaching contracts, lease out 150 Land Cruisers to transport the teaching staff to the fishing pier, and a couple buses for the trainees, who realize they can make more money waiting tables and making beds at the training complex than risking their lives on the high seas. But none of this before the 5-year background study and planning stage, which also includes plenty of conferences which just happen to take place in European capitals with 5-star hotels and readily available escort services...

and the only people eating fish are the white folks at the hotel sushi bar in Geneva.
