For Tsutomu Arakaki, owner of Amazonesu, one of the oldest bars near Kadena, it’s a little too much déjà vu. A similar curfew 14 years ago forced him to shut down for a year. Now he’s planning to collect signatures on a petition seeking compensation from the Japanese government for losses caused by the latest crackdown.

Some suckers don't understand capitalism really good... (Detroit also come to my mind...) When will they realize that there's no training wheels ?

Unlike "sources" based on hearsay coming from people with a grudge, here's the stats from the Okinawa police, who are kind enough to also tell us how many arrests were made of SOFA/US military

http://www.police.pref.okinawa.jp/johok ... _keiho.pdf

An example from the most recent full year of stats

4,157 people arrested in 2010 in Okinawa.
71 of them were US servicemen. So 1.7% of people arrested.

1,400,000 people live in Okinawa
About 25,000 are SOFAs, which amounts too...

1.7% of the population!

No significant difference. So now we can understand why the protesters generally like to use anecdotes instead of statistics, or if they do use stats, just make them up.
If you want to use crime as an excuse to kick the US out, then if you're honest, the same logic means you should demand every Okinawan named Suzuki, or every Okinawan with a blue shirt, or every Okinawan who likes natto, or every Okinawan who protests against the bases, also be kicked out. The resulting effect on the crime rate will be the same.

The issue should be one of getting justice and throwing the scum in jail if they're guilty.. not the anti-base crowd using (unfounded, and basically racist) claims that the US military are causing more crime than Japanese, so the bases should go. I find it so amusing that the self-proclaimed anti-racism crowd has nothing to say about racist claims and racism-tinged propaganda against US soldiers. But they tend to be quite selective in their outrage, such as against Japanese schoolchildren saying "Hello!" to crybaby white guys .. those microaggressive little bastards.

Thanks for the link but I'm too tired to read Japanese today. Anyway, I think we also have to look at the type of crimes committed.

According to some reports, sexual assaults occur at a much higher rate on Okinawa than on base communities in the US:

In a famous study comparing rates of military sexual assault leading to court martial around the world from 1988 to 1994, the Dayton Daily News found that Okinawa had a rate of 4.12 per 1,000 U.S. military personnel compared with Camp Pendleton's 2.0, Camp Lejeune's 1.75, San Diego's 1.09, and Norfolk, Virginia's 0.80.

Interesting. I wonder what factor play into that. Maybe it's easier to get Japanese girls who lack street smarts into compromising situations.

that and the cry wolf factor. not saying that it is a major factor, but it sure the hell is a part of some rape cases.

there is not that much difference in the Japanese rapist and US Serviceman rapists... just one is an FG and the other is Japanese... jail these two fuckers up nonetheless... they dont deserve anything different from the locals who get caught here.

Police probe claim U.S. serviceman punched 13-yr-old boy in Okinawan home
Okinawan police are probing allegations that a U.S. serviceman assaulted a teenager after breaking into his home in Yomitan, Okinawa, reports said Friday, despite a nationwide military curfew.

The allegations come just weeks after the United States put all 47,000 of its military staff stationed in Japan—both in Okinawa and elsewhere—under an indefinite nighttime curfew in response to the alleged rape of an Okinawan woman by two U.S. servicemen. The pair were arrested last month.

The rape case stoked already high tensions in Okinawa, which has seen angry demonstrations against the U.S. deployment to the island of the tilt-rotor Osprey aircraft, which local activists charge has a poor safety record.

On Friday, public broadcaster NHK and other Japanese media said the unidentified 24-year-old serviceman, from the Kadena air base, entered the 3rd-floor apartment above the village pub where he had been drinking and then punched a 13-year-old boy in his room. He also broke a TV, media reported.

The soldier, who allegedly became violent at the bar before the incident at around 1 a.m. Friday, then jumped out the window, sustaining injuries that required hospitalization, reports said.

Police said they received a call from the pub owner saying that a member of the U.S. military was drunk and making trouble. When they arrived on the scene, they found the suspect lying on the ground after having jumped out of the window.

The suspect, who has not been named, is being treated at the base hospital for possible broken bones and internal injuries, according to base officials.

“It is extremely regrettable when an alleged incident like this occurs,” said Col Brian McDaniel, the vice commander of Kadena’s 18th Wing. “We are fully cooperating with Okinawan authorities on this investigation to ensure justice is served.”

In Tokyo, Foreign Minister Koichiro Gemba described the alleged incident as “outrageous,” with Jiji Press news agency reporting that U.S. ambassador to Japan John Roos would be summoned to the foreign ministry later Friday.

Following the arrest of two U.S. naval personnel, both 23, on charges of raping and injuring a woman last month, U.S. Assistant Secretary of State Kurt Campbell issued a “heartfelt apology” for the incident which he called “profoundly, deeply regrettable.”

Navy adds host of restrictions to curfew in Japan
Stars and Stripes | November 26, 2012
SASEBO NAVAL BASE, Japan — The U.S. Navy cracked down Monday on late-night drinking in Japan following a spate of alleged crimes involving U.S. servicemembers that occurred despite a month-old curfew.
In addition to the 11 p.m.-5 a.m. curfew for all American servicemembers in the country, active-duty sailors are prohibited from drinking alcohol from 10 p.m.- 8 a.m., even in their homes, regardless of leave or liberty status...more...

Club Alliance on Yokosuka Naval Base, Japan, is all but empty minutes before curfew on Oct. 22, 2012.

Off-base drinking ban imposed for Okinawa servicemembers
Servicemembers on Okinawa have been banned from drinking alcohol anywhere off base and will be subject to breathalyzer tests at entrance gates following yet another booze-related incident, the III Marine Expeditionary Force announced Saturday.

Military drivers with a blood alcohol content over 0.03 percent will not be allowed to leave base, and passengers and pedestrians also may be tested for intoxication and sent home if over the limit, the service said in a Facebook post. The drinking limit is in line with Japanese law, which is stricter than what drivers are used to in the United States.

The new ban also tightens the supply of alcohol from on-base establishments by barring sales at clubs and shoppettes after 10 p.m.

The ban comes as U.S. forces in Japan have struggled for over a month to stop drunken misbehavior and crime off base following the alleged gang-rape of an Okinawan woman by two sailors. Despite an 11 p.m.-5 a.m. curfew, a steady string of incidents has continued to embarrass the services and stoke Japanese resentment.

On Friday night, Okinawa police arrested a U.S. Marine from Camp Kinser on suspicion of drunken driving after he crashed his car into three other vehicles, slightly injuring two people, the Kyodo news agency reported. Police told Kyodo they detected alcohol on his breath.

Several other servicemembers have been arrested or charged for drunken crimes in recent weeks, including trespassing, vandalism and bodily injury.

The services have been grasping at different ways to strengthen the curfew and decrease such crimes, such as more courtesy patrols and the 7th Fleet’s ban against drinking after 10 p.m., even at home...

Man, these are some fucked gaijin alright...

They followed this news 12/26 ---> US troops in Japan get New Year’s curfew extension
Some U.S. troops in Japan can ring in 2013 outside the gates thanks to a one-night-only New Year’s Eve curfew extension granted Tuesday by the top U.S. military commander in Japan.

Those on Okinawa, however, must still abide by the 11 p.m.-5 a.m. curfew, imposed in October after two sailors allegedly gang-raped a woman on Okinawa.

The exemption allows troops on the mainland to stay out until 1 a.m. “to enjoy the arrival of the New Year with their Japanese hosts” although they must stop drinking by 12:30 a.m., Air Force Lt. Gen. Sam Angelella wrote in a memo to all military personnel in Japan.

<--- up with these:

Marine on Okinawa arrested for trespassing 12/27

Marine arrested for driving drunk 12/29

Guess they wanted to emphatically state that excluding them from the curfew extension was the right thing to do.

I was certain I was misreading at first, but it looks like there are two SEPARATE drunk U.S. serviceman trespassing incidents on consecutive days.

May 4: in Yokosuka, 20 year old Navy sailor Jeremiah James Weets (oh, look, I found his twitter feed!) ends up in some guy's garden at 2AM, where the barking pet dog alerts the owner, who calls the police. Says "thought it was my friend's house". Base confirms sailor was supposed to be subject to the midnight-5AM curfew.

http://www.asahi.com/national/update/05 ... 50022.html

May 5: in Okinawa, 38 year old army officer Mario Antonio Romero ends up walking into the unlocked apartment of a 33 year old woman. She manages to push him outside and call 110. Romero admits to being drunk but refuses breathalyzer test.

The Okinawa incident has a groovy animation to go with it.

Gomi-husband is often the last home at night and often forgets to lock the front door. I keep imagining that we are going to be murdered in our beds one day.

Before you get all excited and think that you can pilfer our measly possessions, we do live in a fairly secure building but that is hardly the point, right? A good friend of ours used to come in all the time by slipping in the front door (never sure how he managed it) and used to just waltz right in and make himself a cup of coffee. Used to scare the bejesus outta me but he was a good friend and super hilarious so he was always and easily forgiven.

Another friend of mine had heaps of cash stolen from her genkan - she used to leave her wallet on the shoe box and the door was hardly ever locked. Again lulled into a false sense of autolock security. The burglar was getting in via the gomi-room window that was often unlocked for ventilation. This happened a few times and so she started to flick the chain across - and yet still unlocked - sheesh. She must have lost over 8man in cash in 4 different burglaries and yet she still doesn't lock her front door but she has moved her wallet at least. She did leave a notice in the foyer of the building when they realised that the staff were leaving the gomi room window open but was reprimanded by the building owners for unnecessary alarming for the other tennants. I think it was more of a case of the building staff didn't want people to know they had left the building unsecured.

Coming from a Catholic boy's school (whose rector in my time is currently awaiting trial for things he did to others' rectums), it's the ones who slip in through the back door that scares the bejeezus....

Where I come from (Germany), your apartment door (which opens inwards) can only be opened with a key, which neatly solves that problem (and explains why I always hold my keys in my hand when egressing my place of residence as locking yourself out is not fun).

Tailgating, or timing his entrance as another resident is leaving. It would be impolite to shut the building door on someone, right?

The last place I lived with autolock, I established that it would be easy to shimmy over the fence round the side and gain access to the stairwell

In nagoya we had a shitty genkan door with handle on both sides... but between the first floor unsafety, regular paranoia and the fact that the French cat was able to open most locked or unlocked doors, it was always closed, locked and chained.
