Reform-minded local governors and mayors say politicians should not only keep their promises - they should put them in writing. A new political group is promoting the use of campaign manifestoes so voters can hold elected officials accountable..."We want to change this nation by encouraging (candidates) to make political manifestoes for local elections, which - unlike abstract campaign pledges - can be used to verify how much is achieved after they're elected, and thus lead to real local autonomy," said Masayasu Kitagawa, former governor of Mie Prefecture...The LDP, however, has adopted a wait-and-see approach. "We do not see a clear distinction between manifestoes and traditional campaign pledges," said an official close to the party's election bureau. "Besides, it is hard to see any expansion (of policy proposals) in them."
