Asahi: Bill eyed to bring in `summer time'
A multiparty group of 126 lawmakers with a severe case of the summertime blues plans to introduce a bill to take advantage of longer daylight hours by moving the clock an hour ahead between April and October. Japan tried it once before, just after World War II, but abandoned the switch to daylight-saving time in summer after about four years. The proposed legislation, to be introduced as early as April, would usher in daylight-saving time in Japan for the first time in more than half a century...In 1995 and again in 1999, Upper House members tried to present a similar bill, but opposition from other lawmakers and a lack of support from business and labor circles killed such moves. Opponents say the system doesn't suit Japan's hot, steamy summer weather.

I'd really miss having Osaka already a steaming jungle at 8:20 when I leave for work!

A lot of Japanese don't understand DST at all. Many think that the clocks stay the same but everyone just does things an hour earlier.

as much as i hate the lurch forward by an hour, it would be nice to have that hour in the evenings. and i agree, i sure as hell don't need that hour at 4.30 a.m. bad enough that our room faces due east.

You are exactly right. A few years ago (when this idea was tossed around) the news was reporting that the average person who was against it was under the impression that he/she would have to work more. But frankly, the way things are going, a lot of people around here would jump at the chance to waste more hours in the office.

Reuters: Land of the rising sun wants more daylight
Japanese lawmakers have held a rally and made a push for daylight savings time saying it is time the land of the rising sun had more daylight. Members of a multi-party group of lawmakers and non-governmental organisations (NGOs) in favour of the system gathered near the parliament on Friday and vowed to pass a "summer time" bill through the current session of the national assembly. Lawmakers had given up submitting legislation in the past, judging that public opinion was divided on the issue, but they are determined this time and their rallying cry is the environment. "In this 21st century, we must protect the precious environment we call the earth," Takeo Hiranuma, head of the lawmakers group told the rally. "It is a grand undertaking we humankind have been given," added Hiranuma, a senior member of the ruling Liberal Democratic Party

"Spring Forward: The Annual Madness of Daylight Saving" by Michael Downing
Michael Downing is obsessed with Daylight Saving, the loopy idea that became the most persistent political controversy in American history. Almost one hundred years after Congressmen and lawmakers in every state first debated, ridiculed, and then passionately embraced the possibility of saving an hour of daylight, no one can say for sure why we are required by law to change our clocks twice a year. Who first proposed the scheme? The most authoritative sources agree it was a Pittsburgh industrialist, Woodrow Wilson, a man on a horse in London, a Manhattan socialite, Benjamin Franklin, one of the Caesars, or the anonymous makers of ancient Chinese and Japanese water clocks. Spring Forward is a portrait of public policy in the 20th century, a perennially boiling cauldron of unsubstantiated science, profiteering masked as piety, and mysteriously shifting time-zone boundaries. It is a true-to-life social comedy with Congress in the leading role, surrounded by a supporting cast of opportunistic ministers, movie moguls, stockbrokers, labor leaders, sports fanatics, and railroad execs.

What exactly is the history of this? I know that after the war they had daylight savings time but later changed it. The justification for the change over seems to have been that it forced workers to work too hard. I this true?

Yomiuri: Lawmakers' inaction clouds daylight saving's prospects
The push for the introduction of daylight saving time has hit a stumbling block, with a league of Diet members from both the ruling and opposition camps promoting its introduction finding it difficult to win support from colleagues for its bill. The league members from ruling coalition parties the Liberal Democratic Party and New Komeito and opposition party Democratic Party of Japan have faced difficulty in gaining a consensus within their respective parties and have been forced to revise the bill, which they hope to submit to the Diet during the current session...more...

Daylight Savings Time

Postby Greji » Tue Jun 14, 2005 11:06 am

Can you believe that daylight savings was rejected in Japan on one occasion based on a heavy lobby from the Agricultural Coops (JA and Zenno) because it would confuse the cows on exactly when was the proper milking time?

Daylight Savings

Postby Mennon » Tue Jun 14, 2005 12:21 pm

I was talking to a friend of mine about this, and she said DS sounds like a good idea, but then she said What about the Fireworks Festivals? They wouldn't be able to start until about 830 or 9, and this was too late for the children to come and watch.
Fair point? What do you think?

People get used to it.when the weather is warm the kids around here are out playing at that time of night because its so warm and light. I absolutly love day light savings and hate it when its dark at 5pm. Milk the sun for all its worth!!!!!
And all those agriculture guys can go fuck their cows. NZ is huge dairy country and there are no problems here. Cows prolly get pissed off for a few days but i cant remember anytime we have run out of milk cause the cows have got confused.

Daylight Savings

Postby Mennon » Tue Jun 14, 2005 1:19 pm

I reckon DS would be great, but the simple fact is it will take centuries of discussion, thinking, and sucking in air between teeth before the powers that be try anything as monumental as turning every clock in the country forward. Won't happen in our lifetime. And when it does, the whinging will be almost intolerable. How am I supposed to walk my dog at 4:30 am if I can't see where I'm going? It's fading my curtains etc
Add it to the list of "Wouldn't it be nice if...", put the list back where you keep it, and move on.

Japan could get by without daylight savings... Just move the entire country forward one hour and leave it there.

It gets dark way too early here year-round.

So totally agree with you on that score. Plus it is usually light by the time I go to bed at 4am... that is hard.

4am? Ouch!

I used to keep hours like that though. Crazy thing is that I am slowly heading back to it.....

I am worried that I am turning into a vampire/night crawler.

I have insommnia and am easily distracted by drinking with friends in seedy back street shinjuku bars.

But I also have trouble getting up in the mornings cos I am so sluggish from lack of sleep. But it is a family trait.

Welcome back, Taro-san. Make the most of that kangofu eye-candy while you can. BTW, do they call them kangoshi now, in this PC world?

Anyway, when our little one was only about 9 months old, I used to seriously think about waking her up when I got home, or at least being noisy enough that she would accidentally wake up, because (selfish, I know) it makes your day so much brighter to see them, especially if they were asleep when you left. (Yes, I'm an oyabaka)

Now she's 2 and perhaps her Japanese genes have kicked-in as she is hard to get to bed by 11pm.

As for daylight saving - I'm a big fan. Cooler mornings and longer afternoon light. I will volunteer to respond to all bovine letters of complaint so that Japan can enjoy DST.

I went to bed at 8:30pm everynight until I was about 11 or 12. My mom ran a house of disciplin, bed by 8:30 or big trouble. I'm glad she did, I grew up to be a big muther  Also drinking milk (dairy farm) like water may have help too.
