Japanese Reporting Overseas Crime to J-Police

Yomiuri: Kansai police swamped by tourists' tales of travel thefts
An increasing number of Japanese who travel overseas are reporting thefts that occurred abroad to Kansai Airport police, who are advising them to seek police assistance where the crimes happened to ensure insurance claims are successful....Most reports compiled by Japanese police, who must check overseas maps...remain uninvestigated. "We do the reports because we can't tell travelers to fly back to where they've been to make a report, but we wish they'd report the thefts overseas," a Kansai Airport police officer said. According to a major insurance company...claims can only be made if they are reported to local police and reports made in Japan are invalid...Last year, 75 thefts were reported at the airport, but none have been solved.

I suspect in many cases it is all they can do. If they are travelling on you 5-city 5-day package tour of Europe, reporting things to the police there would totally fuck up the package tour schedule, so I imagine to tour conductors do everything to discourage that and tell them to report it once they get back to Japan.
