But I'm afraid that this is the general attitude a lot of Japanese officials have towards other Asians. Take advantage of them, they are probably here illegally, nobody would really care.
It's a sad thing to think, but I wonder if it had been a Westerner would he have tried the same thing. Personally I don't think he would have.

They would probably be afraid to do it if it was a westerner.

I don't care if he was a cop. He'd catch a beat down.

From what I've seen, it's not only the officials. Many of the Tokyoites I talk to seem to consider these kinds of things off the radar. It's kind of like, "Well, I'm not a gaijin, so this wouldn't effect me. If the cops start doing it to Japanese, then I'll have a problem with it."
