If Ban Ki-Moon, 67, prevails in next week's formal vote, his selection will have been marked by unprecedented speed, consensus and calm. In years past, the choice of a U.N. chief, including Annan, has often meant rancorous negotiations, numerous ballots and handshake deals.
Monday's secret ballot saw the 15 council nations check one of three boxes for each candidate: "encourage," "discourage," and "no opinion." For the first time, the five permanent members of the council - Britain, China, France, Russia and the United States - were given blue ballots to show whether they would veto a candidate.

Ban received 14 votes in favor and one "no opinion" ballot cast by one of the 10 rotating members of the council. The other five candidates each received at least one no vote from a veto-wielding member, all but dooming their chances.

Japan will support a bid by South Korean Foreign Affairs and Trade Minister Ban Ki-moon to become the next chief of the United Nations, Foreign Minister Taro Aso told a news conference on Tuesday. "(Ban being assured of a victory in the election to pick the next U.N. secretary-general) is welcomed because we've constantly said that next U.N. chief should be picked from Asia," Aso said. "The prime minister will officially declare that Japan will back him." Prime Minister Shinzo Abe is expected to tell South Korean President Roh Moo-hyun during a summit meeting in Seoul next Monday that Tokyo will support Ban in the U.N. election, Foreign Ministry officials said.
