to increase the birth rate in Japan. Government is very concerned about the drop in birth rate. Have tried many unsucsexfull campaigns to get women to have more babies.
Looks like they are going to extremes.

A teen-age boy has been arrested for blowing up a vending machine with a hand-made bomb, police said.
