chinese(except taiwanese), kimchese(of course zainichi chosenjin too), south americans dont obey the Chrysanthemum rules.
these dudes itself have the cause that we japanese hate wholeheartedly.
but they always take an agressive attitude against their fault
and never accept their fault!
so these dudes are most hated aliens in Japan.
