The fact that both dogs are on a leash, Masako isn't holding either of them and that she is sitting with her legs together with her hands in her lap, suggests to me that she might have been indulging in some "super butter dog" anti-depression therapy and doesn't want a repeat performance in front of the official photographer.

Even the Crown Prince agrees. As you can tell from this photo, he's just been reading this thread. Princess Aiko, though, was a bit embarrassed and is trying to snatch away the photos of her mother's therapy session before reporters can grab them.

Mrs. Palmer has been a bastion of support these past few years I'm sure. Maybe he thought he was in the lab to prepare for another crack at keeping the monarchy on his side of the family.
