
A special elderly nursing home used Philippine women in Japan on tourist visas to work at the home, falsely informing the government that Japanese were working at the facility instead of the women, allowing the home to request excessive care payments under the Nursing Care Insurance Law, it was learned Friday. The nursing home, Kusunoki no Sato, in Bunkyo Ward, Tokyo, is managed by Doho Gojo-kai of Akishima, Tokyo, an operator of a local government-designated care body. The women were dispatched to the nursing home from a nonprofit organization in Chofu, Tokyo, and Doho Gojo-kai paid money to the NPO corresponding to the working time of the women as a "contribution fee"...The Philippine workers were employed until the end of February. As many as 100 Filipino women worked for the facility over the last five years...None of the workers were qualified to work at the home as they were on tourist visas. None had signed employment contracts with Doho Gojo-kai...Doho Gojo-kai said it is looking into the incident, but the NPO said, "There is no problem because the [Philippine] workers were volunteers."
