Japan Considers "Gaijin Job Card"

This Nikkei report (Japanese) from last week says that the Cabinet Office is considering a plan to introduce a "Job Card" for foreigners working in Japan. The card would include details of your work history and qualifications. The article suggests that this would make it easier for firms to make employment decisions on the basis of what would, in effect, be an official resume. The idea of a Job Card has been raised as a measure to deal with Japan's population of NEETs and freeters but this is the first time that there has been any mention of extending the system to foreigners working in Japan. It is likely that some bright spark suggested it would be one method of keeping tabs on the large numbers of foreign workers who arrive in Japan on work training programmes. The Nikkei article doesn't have enough detail to judge whether there is any serious chance that this will be implemented or what kind of scope any scheme might end up having.

You know, I have to say that for a country with one of the smallest immigrant communities of any rich nation on the planet they sure do spend a lot of time worrying about what gaijin are doing. I mean damn! How about before you crack down on all this other crap you:

1. clean up the robust female gaijin prostitution slave trade
2. get rid of the Iranian drug dealers in shibuya
3. find out why murdering female gaijin teachers is so easy that if you're Japanese all you have to do is literally 'run away' and you'll get away with it.

I've got more, but you get the idea. I understand protecting the borders, but leave the people who are working honestly and obeying the law alone. Go after the criminals for godsake.

Come on, you know Japan better than that. Any system involving employment tracking is primarily intended to insure full employment of government bureaucrats.
