That all changed some time ago when it the regulations on how long a resident could drive on such a licence were tightened and police began to penalize anyone they found using one beyond their limit. I think that guy's view of legions of foreign financiers driving around without a valid licence is outdated although, as this case shows, there are probably a few who still do. Mostly they would be Americans because they are obliged to pass a driving test to get a Japanese licence while many other nationalities can simply translate their own national licences, take an eye test and walk out with a local licence.
