Yes, foreigners in Japan need to adapt to Japanese laws and cultures. But it is not fair that foreigners who do commit the incredible amount of effort to learn and adapt to Japanese culture and become fluent in Japanese, to still have to be subject to discrimination, harassment, and hate speech in Japan with no legal protection.

Gee, do ya think that might have something to do with the lack of semi-decent bilingual education? I mean, seriously, you know you must be do something wrong when you're bilingual education efforts are worse than those of the US.

Both of my sons finished their primary education in Japan after having started school in the US. The reason they did so well is because they were emersed in the language and were forced to communicate in Japanese.
I don't think bilingual education is workable at all in any country. It just introduces Balkanization.
