Sources said that Jenkins, 68, visited the Niigata Branch Office of the Tokyo Immigration Bureau on Tuesday and filed the application. The decision on whether to grant him permanent residency is expected to take about six months. Jenkins came to Japan from North Korea in July 2004 with his daughters Mika and Brinda. Up until now, Jenkins had been staying on a string of limited-term visas, but in July last year, a branch official reportedly told him that he was able to apply for permanent residence, since three years had passed since he entered Japan.

It appears that marriage lowers the threshold significantly, and it's not at all unusual for Immigration to grant PR to applicants with as little as 3-5 years in the country if they have "married into the family".
